has anyone mounted dual headlights on a black panther or street moto? I know that it would become a mastiff but i dont see anything about a 2005 mastiff being available.

Plus mounting on a black panther would keep the black seat. Are the headlights available aftermarket?

Many real cool headlights are available. Check the Hella site. Been thinking of this myself.

what is the diameter of the mastiff lights?

Using Hella, would a new wiring harness need to be used? would they pull more power than the stock? mounting options?brackets?

Using the Hella "eyeball" type lights you would end up with a real trick looking rig but it would require some fabrication. Electrical would be the least of your problems.
The Hella lights do have mounting rings as an option. They are quite cheap I thought, about 60 bucks a light.
Check out a cool motard called the TM530 Black Dream for inspiration. Try not to flip out and order one, it is the best looking motard I have ever seen to date. (single sided swing arm!! pant, pant)

To fit Mastiff lights you need a complete front frame unit and the twin clocks - about £500 odd quid. I fitted a pair of universal 'streetfighter' 55w halogen lights to my baggy using some home made brakets which bolted onto the existing front frame / light mount without cutting or shutting anything (I've just converted it back for the summer) You really need to fit relays and run a separate battery feed for a twin halogen light set up.

The TM 530smm sure is a beautiful bike . A friend has just sold his KTM for one , and so far it runs like a pig and he is extremely unimpressed with it.. so much so that he tried to buy back his KTM.. sometimes looks just aren't enough.... Shocked
